【摘要】:1.1Thisinternationalstandardisintendedtodocumentprincipalideaswhicharenecessaryandsufficienttoassignvaluetoaclassification.Thestandardwillserveasaguideforgovernments,fundingagencies,terminologydevelopers,terminologyintegrationorganizations,andthepurchasersandusersofclassificationsystemstowardimprovedterminologicaldevelopmentandrecognitionofvalueinaclassification.Itisapplicabletoallareasofhealthaboutwhichinformationiskeptorutilized.Appropriately,classificationsshouldbeevaluatedwithinthecontextoftheirstatedscopeandpurpose.Itisintendedtocomplementandutilizethosenotionsalreadyidentifiedbyothernationalandinternationalstandardsbodies.Thisstandardexplicitlyrefersonlytoclassifications.Thisinternationalstandardwillalsoprovideclassificationdevelopersandauthorswiththequalityguidelinesneededtoconstructuseful,maintainableclassifications.Thesetenetsdonotattempttospecifyalloftherichnesswhichcanbeincorporatedintoaclassification.However,thisstandarddoesspecifytheminimalrequirements,whichifnotadheredtowillassurethattheclassificationwillhavelimitedgeneralizabilityandwillbeverydifficultifnotimpossibletomaintain.Wehaveusedtheword"Shall"toindicatemandatoryrequirementsandtheword"Should"toindicatethoserequirementswhichwefeelaredesirablebutmaynotbewidelyachievableincurrentimplementations.Classifications,whichdonotcurrentlymeetthesecriteria,canbeincompliancewiththisstandardbyputtinginplacemechanismstomovetowardthesegoals.Thisstandardwillprovideclassificationdeveloperswithasturdystartingpointforthedevelopmentofusefulclassifications.Thisfoundationservesasthebasisfromwhichclassificationdeveloperswillbuildrobustconceptsystems.
